A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WILDOMAR, CALIFORNIA, DECLARING ITS INTENTION TO ANNEX TERRITORY TO COMMUNITY FACILITIES DISTRICT NO. 2025-S (SERVICES), OF THE CITY OF WILDOMAR, ADOPTING A MAP OF THE AREA PROPOSED TO BE ANNEXED (ANNEXATION NO. 3) AND AUTHORIZING THE LEVY OF SPECIAL TAXES THEREIN
2. Instruct the City Clerk to post a Notice of Public Hearing of the proposed annexation.

RECOMMENDATION:
1. Authorize the City Manager to execute a sole source Agreement for Services with Parsons Transportation Group for Post-Construction Items Related to the Bundy Canyon Rd. Improvement Project - Segment 1 (CIP 026-1) in the amount of $40,950, including Extra Work Authorizations not to exceed $9,049, for a total not to exceed $49,999.
2. Approve a budget adjustment adding $50,000 in both revenue and expenditures for funds as identified in the Fiscal Impact and Account Code sections of this staff report, to allocate the necessary additional funds to the Project.

1. Authorize the City Manager to execute a contract with R.E. Schultz Construction, Inc. in the amount of $299,000 for the design, engineering, manufacturing, delivery, offloading, and assembly of a Bow String Truss Prefabricated Vehicle Bridge for the City's 20-Acre Park Project, CIP 099 - Phase 0B, and waive any minor informality or irregularity in the bid.
2. Authorize the Public Works Director/City Engineer to approve change orders not to exceed 15% of the awarded contract amount (contingency).

RECOMMENDATION:
1. Ratify the appointment of Council Member Morabito as the City’s Voting Delegate for the League of California Cities 2026 General Assembly; appoint one Council Member to serve as the Alternate Voting Delegate; and consider appointing a second Alternate Voting Delegate.
2. Authorize staff to complete and submit the official Voting Delegate and Alternate designation to the League of California Cities.
